Ukrainian public tenders and donor-funded procurement
In Ukraine, public tenders are published in one system, Prozorro, and more than a thousand new ones appear there every day. Some of the largest energy and infrastructure projects are paid for by international banks and donors, and their procurement runs under the funder's own rules, outside Prozorro. Ezura collects both streams, keeps only those that match your profile and translates the titles into English.

Prozorro: one system behind every platform
Ukraine has more than a dozen procurement platforms — SmartTender, Zakupivli.pro, E-Tender and others — but all of them write into the same central Prozorro database. So it is Prozorro that needs watching, not the platforms.
Every working day Ezura searches it by your CPV codes. In Ukraine they are called ДК 021, but they are the same EU CPV codes, so your profile needs no rewriting. A tender that changes, for example when its deadline is extended, is updated in the list.
Only open tenders are shown, where any supplier may bid. Price requests limited to catalogue suppliers and direct awards are left out.
Keywords in Ukrainian
Ukrainian buyers often publish the same job under a general construction code. A boiler house installation, for example, can be filed as construction works with no boiler code at all. A keyword catches such a tender, so Ezura also searches Prozorro by your Ukrainian keywords. The stem is enough: "котельн" finds both "котельня" and "котельні".
Keywords in English or Lithuanian are checked against the translated title, but only Ukrainian ones widen the Prozorro search.
Tenders paid for by donors and international banks
Part of Ukraine's energy, heating and infrastructure work is financed by international banks and donors: the EBRD, the European Investment Bank, UN agencies, NEFCO and others. Such tenders run under the funder's rules, on its own portal or by email, so they are not in a Prozorro search.
Ezura collects the notices funders publish in Prozorro's list of donor procurement. Separately it collects the calls of the Ukraine Energy Support Fund (UESF), which buys equipment for Ukrainian energy companies and publishes its tenders only on its own site.
These notices carry no CPV codes and no value, so they are matched by keywords.
Small tenders and the wrong kind stay out
The value of a Ukrainian tender is always stated in hryvnias. Set a minimum value and cheaper tenders are not shown at all, even when their code matches your core one.
You can also keep only tenders for goods or works. An equipment supplier, for example, no longer sees tenders for servicing that same equipment.
Titles in your language, the decision with your team
Tender titles are shown translated into English, with the original right beside them. Every tender shows its bid deadline, and the list can be sorted by the nearest one.
If you have a representative office or a partner in Ukraine, their people can be limited to Ukrainian tenders and receive alerts about those only. A tender you want is assigned to a person and, if you use the Ezura CRM, moves onto the sales board like any other.
Frequently asked questions
- Do we need to register on Prozorro to see the tenders?
- No. Ezura collects the notices itself. You will need to register only when you decide to bid: a bid is submitted through one of the Prozorro platforms, as usual.
- Do you see every EBRD, World Bank and UN tender in Ukraine?
- Not all of them. World Bank-funded tenders in Ukraine are mostly published on Prozorro itself, so the regular search finds them. Of the EBRD's and UN agencies' tenders we see those the funders publish in Prozorro's list of donor procurement. We do not collect from their own portals directly: their terms do not allow automated collection without permission.
- How do we hide small tenders?
- Set a minimum value for Ukrainian tenders in hryvnias in the profile. Cheaper tenders are not shown at all, even when they match your core CPV code.
- Can we get a summary of the tender documents?
- Not yet. The document summary is prepared only for Lithuanian tenders published in CVP IS. Ukrainian tender documents open through the link to the notice; UESF documents are available only after registering on the Fund's site.
- Can we follow other countries' tenders in the same list?
- Yes. Ukrainian tenders appear together with those from Lithuania, Latvia, Estonia, Poland and the EU's TED, and on request from Germany and France.
- Does Ezura help prepare and submit the bid?
- No. The radar helps you notice a tender in time and decide whether to take part. The bid is prepared and submitted by you.
